Since 2001, the Armenian Government in cooperation with international and local organizations has been carrying out reforms aimed to establish and strengthen the childcare and protection system. As a result of these efforts the number of children living in residential care institutions has decreased drastically: based on official data from 12,700 children kept in close state education and care institutions in 2001, to 1,429 in 2019.
The European Centre for Social Welfare Policy and Research conducted research on the situation of children at risk of losing the parental care and children that have lost the parental care in Albania, North Macedonia, Armenia, Belarus and Ukraine.
Up-to date, the Government has introduced 22 socio-economic support programs aimed at addressing the needs and ensuring the proper social protection of the population mostly suffered as a result of the pandemic. These programs, in accordance with the defined criteria, inter alia, include provision of a financial support to families with children.
The Feasibility Study will provide a comprehensive analysis of the current child protection policies in Albania, Armenia, Belarus, North Macedonia and Ukraine and will evaluate to what extent a new SOS Children’s Villages Worldwide regional programme will contribute to the fulfilment of human rights of children in the Western Balkans and Eastern Europe.
